It looks to me like a simple glycerin and water sprayed onto a similar kind of clear plastic as used to be used by Disney artists for their gels that would be placed over the background art. As court reporters, we used it for our transcript covers. This appears to have been curved over a light bulb. The needle and thread were carefully placed in the center, and the "pearls" of glycerin added with an eye dropper.
